A Russian citizen was charged in the United States for illegally transporting contraband items used for counterintelligence activities and delivering them to the Russian security services. These charges imply that the accused was involved in illegal activities with the intent of compromising the security and interests of the United States.
Russian National Charged
Ilya Balakaev, a 47-year-old Russian national, has been indicted in the United States for violating U.S. sanctions against North Korea and the Russian Federal Security Service (FSB) by providing them with U.S. equipment. The charges against him undermine the U.S. government’s efforts to maintain global peace and stability.
Balakaev’s company, Radiotester, specialized in repairing specialized equipment used for detecting covert surveillance devices and transmitting classified messages. The defendant had difficulties acquiring certain specialized equipment in Russia, so he engaged individuals based in the United States to purchase the items.
Balakaev allegedly engaged in approximately 10 contractual agreements with FSB Military Unit 43753 and made about 14 trips to the United States since 2017, during which he procured approximately 43 devices intended for use by the FSB.
In addition to his efforts to bypass Russian sanctions, Balakaev also provided U.S. technology to a North Korean government official, violating U.S. sanctions on the country. He entered into an agreement with the First Secretary of the North Korean Embassy in Moscow to purchase hazardous gas detectors and accompanying software from the United States in exchange for mutual benefits.
Balakaev’s actions are considered a serious breach of U.S. law, and he currently faces up to 75 years in prison. The U.S. Treasury Department has intensified its sanctions against Russia, issuing more than 2,500 sanctions since February 2022, to counteract the Kremlin’s aggression in Ukraine.
